On the surface, what you're describing seems to indicate that the turbos are either not spinning up to full speed (which would normally be a bearing failure with accompanying noise) or some sort of exhaust or boost leak somewhere. There's also the possibility of false readings due to a bad sensor somewhere that is limiting boost. If you can check the wastegate positioning mechanically rather than depending on electronic readings, that would validate what's going on.

It could also be a sensor failure/inaccurate reading for intake air temp, oil temperature, coolant temp, exhaust gas temp, cylinder head temp, detonation, or any other reading that would cause the DME to pull back boost to prevent engine damage. I'd eliminate that as a factor before investing in replacing your turbos.
