While you are correct that the part number is the same, this topic has been discussed extensively elsewhere. According the the BMW engineer I spoke to during the factory tour in Munich, there were internal changes made that improved the sound. The part numbers stayed the same because it is still an exact fit for either a 2015 or a 2016 (or probably the standard 2017). My 2016 sounds completely different than my neighbor's 2015, which bears out his statements.

Having said this, it still kind of sucks, and I'd take an MPE or a ZCP exhaust any day of the week!

I've listened to 2015 and 2016 side by side and they sound exactly the same. There however seem to be changes in the valve control logic in more recent software versions. The CP Sport exhaust does have different internals though.
