Essentially, yes. A larger single turbo will move the powerband towards the right of the dyno graph. It'll take longer to spool-up, but will hold torque up higher in the upper rev ranges(which equates to higher peak horsepower numbers, later in the rev range) where the stock twins start to run out of their efficiency range.

Plus, there are tuning advantages to a large single turbo and that is mostly due to having less back pressure (especially on a properly designed system).
