It's a splash shield, found on nearly every passenger car on the road.

Contaminants splashed on the inboard brake plate of the disc are a source of brake roughness, which drives warranty claims for the manufacturer. The presence of the shield helps this a lot.

Of course it's not what you want for heat dissipation, but these are road cars first and track cars second.
