i know that power to USB outlets stays "ON" even when the car is shut off. so i always have to remove the usb cords from the plug when i turn off the car. definitely don't charge your phone or tablet when the car is shut off.
if power is still running from the cigarette lighters that could potentially be a serious power drain issue.
