I owned a 2005 WRX and what that car had is what I consider the turbo lag. On F80 (or even the F30 I have), there's almost no turbo lag. You give it a little bit of throttle (even at 2,000 RPM), and the turbo spools up quickly. On the WRX there's no turbo spool, even if you floor the pedal, until past 3,000 RPM.
If you want your turbo to always be spooling, then keep the RPM > 2,000 at all times. You'd just be eating up lots of gas in an unnecessary way. BMW knows how to make the car gas efficient while providing ample amount of power.
