There is your problem.
You should have shelled out for the coal burning boiler option.
Those guys I have shoveling coal sometimes get lazy, but then I tell them "shovel faster or no supper for you!" and there goes any lag at all.
(of course, having to carry that coal hopper behind the car is a bit of a PITA but....what you gonna do?)
