Ran against an M4 with JB4 and full bolt-ons (DPs, intake, and straight-pipes), pulled a couple of car lengths against him with my M3 running on an OTS map and DPs only.

Running e85 is one of the advantages which can take you to the next level. This doesn't make the statement less true. I personally like flexibility. And I'm not talking about upgraded turbo cars.
Which OTS map? Which JB4 map? Which fuel?
Edit ahh I see it in the video. Stage 2 vs Map 2 both on pump gas. The video does not play though.
