Seems like an easy way to money shift on the track to me by coming close to the 2nd gear gate when grabbing 4th, but it is probably possible. It atuates the blip when approaching the downshift gate, not when you start to disengage the clutch.
I found myself heel/toeing anyway, even with rev matching enabled. As mentioned, muscle memory is strong. I can say that 90% of the time, the car was quicker than I was on the blip, so most of the time, my downshifts were two blips.
I did get used to it, and found that I could "turn on" heel/toe in Sport+.
