on an M3/4, if it was repaired at a BMW Certified shop, $13k is nothing to be honest.

probably a rear bumper, trunk and a tail light with the proper blend times.

If you know anything about the F80/82 market, $69k is a very high asking price for this particular car especially with a carfax already on it, unless you like getting ripped off that is.

The price isn't "very high", but rather in line with the market, being one of the cheaper '18 M4's on the GTA market right now. The OP might benefit from a lower price to attract more attention, but OP is not out of line for asking price.

How do you evaluate this when you don’t even know what options this car has and with sizeable accident claims it had

I think it would be good to have OP post a picture of the damage to the car. if going through insurance and getting OEM parts, the total cost can add up pretty quickly on a small accident.
