It can't be programmed at the dealer, you have to be in close proximity to your GDO. There are videos on the BMW NA website, the HomeLink website, and YouTube videos showing how to program it. However, it can be hit and miss. I tried several times to program my wife's new 2018 M3 last year and gave up. Then one day I tried again and it worked immediately. No clue why. My 2016 M3 and the used HomeLink visor remote that I bought on eBay for my 2006 Z4 M Roadster both paired immediately.
