Exhaust Valve Actuator Wiring

So I have figured out that the wiring for one of my exhaust valve actuators (driver side) is bad. Swapping in a known good actuator makes no difference.

Where do these commonly go bad? I am assuming I will have to take off my bumper to diagnose this?

Nevermind. I realized that for some reason my car had fuse 146 pulled and 147 was still in place. This made driver's side not function (it was 'stuck' closed) while passenger side still worked. Put in a new fuse and both valves work. Not sure why someone would remove one fuse for exhaust valves...
