M4 Differential Recall SIB

Does anyone have a copy of the Service Information Bulletin for the M Differential recall.
Recall # 0033990100
SIB # SIB 33 04 16

Instead of sending out a safety recall, BMW may have instead designated it as a quality issue (given that a noisy diff. isn't particularly dangerous). I'm not sure how that gets documented.
