NCD's can be edited outside of E-sys if you understand S-rec, but all I get is an error when trying to load afterwards in FDL-Editor. I do not receive any pop-up error if I load same modified NCD (New > FDL) into SVT tree; however, I have not tested on vehicle by applying "Code FDL."

If you have idrive5 and want to be a guinea pig, I am happy to test out. Worst case scenario is it does not accept. My vehicles all have HU_NBT idrive4.

I haven't been following any of this, but if you modify the payload of an Srec, you need to recalculate the 2bytes checksum field, did you?

Any updates here? I tried all the values on MY17 ID5 without the speed max and min as I didn't see those options and it did not work. Would love to get this working even if its only up to 49MPH

Me either. Those codes work and are the same ones in Launcher Cheats.

Unfortunately, the solution of which I am aware are unique to individual vehicles and not as simple as coding the same parameters.
