the light is beam splitting to light up the ditch & woods (for signs, deer and such) right next to the bus but not shining that light on the bus itself - i.e., it's shutting off the part of the beam that would light up the bus. The same is true on the other side where it's lighting up the signs but not blinding the oncoming cars.

It's like walking towards someone with a flashlight and suddenly the light illuminates to both sides of the person but not their back - i.e, the beam splits to shine around them but not on them even though you havent moved the light.
