Elastic strap on trunk/boot wall

Anybody have any idea as to what the strap, circled in the attached photo, is used for? For the owner's manual maybe?

Its for holding things. Maybe a fire ext would be good.

For example, the owner of this particular Ferrari Enzo was on the phone looking to buy a new one as this happened.....

I believe it's there to hold the owners manual. That's where I keep mine, it fits perfectly.
