Worn out camshaft and rust

So my car went in for CB fix. After removing the valve cover, we found this. We don't know what has caused this. The mechanic was thinking that it could be caused by valvetronic issues which had already been repaired but the camshaft was not replaced. My friend also had a rusty camshaft. We will now replace the camshaft as well. Is there anyone who has seen something like this before. I'm sorry, I am not very technical but trying to understand what is going on.

Don't even know how that could happen on such a new car. Was the engine sitting for awhile with the engine torn apart?

Done several valvetronic servomotor replacements as well as crank hubs that looks like a first
