Why is the F80 M3 an F80 and not an F30, an why is the F82 M4 an F82 and not an F32?

Probably because the 4 series is the F32. So add 50 to each regular series to get it's M counterpart.

Because they are a whole other cars from their regular normal counter-parts...

They have wider track (wider is better Pontiac commercial)
their suspension and dynamics are different, making them significantly Not the same as the non-Ms. So technically now you cannot have an M3/4 just by swapping engines...

Technically it's F10M. And going forward, M cars will have unique chassis designations.

Why is the new 3 coupe and M variant being called the 4 and M4?

Because BMW wants to.

Same goes for the chassis designation.

Its so simple:

F3x: regular Steel-Chassis/Car-Body
F8x: lighter reinforced Steel/Aluminum/Carbon-Composite(?)-Chassis/Car-Body

was debated here long before!
