Don't understand why you guys thinks this is impossible. Seems like the F-series ECU is cracked already.
A company called BMW Tech in the UK claims to be able to tune all F-series cars - and they have done this for over a year now Take a look at this thread..

More than that I'd need to see GPS data the car is actually moving that fast... Because anyone can make the speed limiter go high.

It is one thing to be able to flash a file, whether it is a press file or not. It is another, if they can actually dyno tune a F8x car. Which I doubt they can do, no body has full access to the new BMW ecu's. There are companies out there that claim to have a flash tune for the M5. But they are really just reselling the competition package file.
