I think you're missing my point. I'd have trouble justifying that hefty of a premium for a dual use car (in the form of a CS) when I could get one with all the same parts less the carbon bits/exhaust/negligible increase in power. At that point just spec ZCP - boom, you've saved quite a bit of money - or you could put it towards functional mods that would shave time.

I agree, in the US the premium for the CS is quite significant. It is slightly less so in Canada. When I consider the options I would add on a CP, at ~16k CAD ($12k USD) the premium for the CS is not that significant especially considering the CF hood, splitter, spoiler and diffuser in the $16k. It is worth to me to have a slightly more track focused M4 WITHOUT CCB.

Also, have a look at this thread, the performance gains from the CS engine tune are quite greater than the modest 9hp peak power gain suggests:
