On most high end or high performance cars... the snow tires will be of the highest speed rating. Most will be good for 240 kph speed rating. You could probably exceed that speed for short time(for a few seconds).

For my personal winter car... a BMW e39 540i.. the snow tires are good for 210 kph(135 mph)... I have been known to blast past that speed - for a few seconds to get away from "slower traffic" when the conditions are right.

When I was in Germany in 2016, we rented 5 series wagon. As soon as we started driving I noticed a sticker on the dash that said 240 Kph max. I thought it was odd until I noticed the car had blizzacks on it......I picked up the car on July 23rd!
