I suspect its the top plate but I don't know if changing it will do anything, maybe a inherent design issue? I tried to re-torque the sway bar with load, even though when I installed it I compressed the suspension, as I suspect it didn't help. I dont think mine is related to the steering rack, as nothing is felt in the steering and the noise is from the shock tower.

Also note worthy, the noise is progressively worse from comfort to sport-plus.
The clunking is probably more noticed because the rebound damping is higher which makes the Wheel "hang in the air" more until it drops down and hit the ground on uneven Surfaces. To me that is typical for a top mount problem.
