I haven't tested it but on some cars if you pull the seatbelt all the way out to the limit, it goes into locking mode and will only recoil, but not let more out. If you like the shoulder strap tight, you could try that as opposed to jerking it tight.

The rug pad would probably work. I don't imagine that would hurt the seats.
