In MN there's a law against this ... one of them is (was?) "exhibition of speed" or some such and another related one to this was like "exhibitional display" or similar.
Basically meant to be catchalls for douchebags who aren't recklessly driving or speeding.
They may have changed them or no longer enforce them but ... they used to ...
