Any BMW dealership has access to the records regardless of where it was performed. The vehicle has to pass certain standards as well. For instance tires cannot be less than 3mm from wear bars, brakes have to be 5mm and up etc etc.
I would check this car out very good before buying it. A lot people I know change their own oil and don't take the car in for service because their cars are heavily modded. They rather pay out of pocket for minor service instead of taking their modded cars to the dealership.
