That is also crap as well. While there is a way to print out previous owner info with BMW service history (which is what my dealer told me), there is also a way to just print out the service history. I recently bought a used 2009 128i and brought it to the dealer for an emissions warranty repair. While there, I asked them to do a key read and they were able to get me a printout of the complete dealer maintenance history without any PII from the previous owner.
Regarding other PII stuff being left in the car following a trade/lease turn-in, my wife's CPO'ed X3 had the previous owners insurance card, address and even SSN still in the owners manual binder in the glovebox
