There is no confusion. What you're referring to is the sum of endless possibilities between displacement and turbo size/design. I can build positive boost pressure at idle with a small enough turbo on a 1.0L.
Your attempt to call me out with a straw man is hair-splitting at best and irrelevant to this discussion.
