To me this would mean as long as the tire is in spec on the rim it should be able to use its contact patch.

Well, the patch contact and side wall construction is important obviously, but the main issue I see will be the "bulging" of the sidewalls with a 10" rim. You will definitely get the donut effect, and not sure if that's desirable at all.
