From my understanding, here in spain is mandatory change headlights when you come/go from rhd to lhd or viceversa for ITV (technical inspection vehicles). These headlights do not have any external switch to change the beam from rhd to lhd so I think he should change both housings. Control modules can be used anyway but he should change the housings.
