Sniffer checkpoints are set up randomly along roads. As you drive thru, the sniffers will check for excess emissions. If you get flagged, it should be optional for you to have your car further inspected.

At 1:20 in the video it says that "consumer surveys are always voluntary". So if you are asked to pull over to test I think you can decline?
