it's a fine line.. but I would say it's racist to ASSUME or simply DECLARE ...

" that owner must be ASIAN! "

as far as wondering if the owner does sort of match the stereotype.. that's certainly fair and in bounds... as all stereotypes begin with some truth. It's when one assumes that every person fits a stereotype where one gets into being racist or bigoted.
