Not quite, various F1 systems under development including an electric motor based supplement to normal gas pressure driven turbo chargers likely can produce a throttle response indistinguishable from a top notch NA response. Perhaps you means for a "conventional turbo engine...".

Also, on a semantic note isn't a turbo with no noticeable lag also "lag free"?
