HRE forged wheels are custom so you pick the diameter, width and offset, and concavity of the face. If your getting three-piece wheels then you also select the width of the outer and inner barrel. The $2300 price is the starting price - diameter, type of finish, and center caps increase the price; however, you will not pay MSRP and you can find better deals if you get quotes from multiple vendors.
HRE Flow Form wheels have fixed width and offsets. I have a set of HRE forged R101LW and flow form FF15 wheels for my F82.
