A BEF doesn't necessarily increase boost values (this is where the JB4 comes in), but you can run increased load targets, fuel scalars, ignition advanced, VANOS changes, and etc.
The JB4 is more than just a boost controller. For the S55, it can function as a meth controller with various safety triggers, PI controller, integration with E85 content reader, data logger, and more. In essence, think of the JB4 as a highly advanced boost controller unit with a plethora of features. Several high horsepower M3s and M4s have a JB4 installed for a reason.
