This has been happening since the 30s, the modern move is the companies just pay lobbyists and consultants who funnel the money directly to congress people.
Then there's the whole Carlyle Group thing that functioned as private equity group directly tied to the Executive and invested in companies with government contracts, or that would benefit from upcoming legislation or regulatory changes. The original defense of this because you need smarties in Washington, but they're not incented to do public service because they can make a fortune outside, so you basically promise them a job in Carlyle once they've done their 20 years in public service.
I used to work for a lobbyiest firm in DC and this was the tried and true plan by most of the staff.
Nowadays DC staff just go get jobs with any VC, PEG, Unicorn, or take a senior position at a corporation and they're instant millionaires.
Most of the house and senate are there purely for the grift, they don't give two shits about public service.
This is why our country is going down the shitter.
