That's extremely surprising if true.

I don't think this will fly in North America. The base price of the car should be the true bottom line. When you start omitting required extra cost content from that, you are on a slippery slope. What's to keep them from making the 18" wheels, base stereo, manual transmission, base suspension, etc. extra cost? It really doesn't make any sense from a consumer protection perspective.
