Not everyone wants their car to be super low. I have spent 5 years driving an E92 on coilovers, I'm over it and don't want to deal with the scraping issues any more.

BMW could change the bumper and fender design to reduce the gap, but then it would not have room left for lowering.
I think the current design is a trade-off to suit both situations.

I'm not bothered by the gap on my stock F82...
