I'm pretty sure it's a tinted finish on bare aluminum. You won't get the same result on a black plastic engine cover. The best way to go is to have a bodyshop "try" to match the look with a 3 stage paint: base coat metallic paint, candy red, clear coat.
Try a bodyshop that specializes in Low Riders; they are masters of this technique.
