Does BMW rely on a 3rd party to create maps updates for them? May be that provider doesn't get raw data from some markets as often as they get from others, so the updates lag behind.
BMW has been fast and furious with pushing OTA updates to me in the past 6-8 months. Just got 2019-1 for my region 2 days ago:
