As much as hate saying it at times, yeah CA gets a bit carried away
However, it seems it may just be the whim of the DMV employee reviewing the application on a given day - my wife had a personalized plate saying CRUCIO (some spell from Harry Potter movie) and all was good for a couple of years, but she just got a new car and requested the same plate spelled CRUCCIO as a 1960s legacy plate and it was denied because of being offensive.
