Over thinking it. My understanding is that they pause production in phases, so they try to finish every car on the line after the body shop and leave the body shop cars assembled on the line (that is, post stamping and assembly but pre painting and electronic and interior assembly) for the break.

Remember the production process goes like follows
-body shop (panels are taken and assembled to the shell and stamped and welded)
-paint shop (where the cars, doors, and panels are painted)
-assembly shop (where the electronic harnesses, interior, options, and marriage happens)
