The only way to get burbles on a Base without a tune is with DPs and a full 3.5 AA exhaust. That's way over budget for 2 little pops. That combo sounds wicked though on acceleration...total race car.
I suggest you buy a used BM3 license for $350-400 here on the posts. You can pick the Stage 1 as your "paid for" tune and hold onto it for later when you want more power. Then download the no-cost CS or GTS map (stock power) and set Sport/+ valves to always open. That'll put a smile on your face, and keep $600 in your pocket. If that doesn't satisfy you the $600 goes for a used AA single midpipe to increase volume, lower tone and remove rasp.
