Just use stainless steel washers.

How do the washers underneath help fitment adjustability? More washers the more it closes the gap when looking straight ahead?

Ive found that sliding the bumper more forward closes the straight ahead gap but too much and the gap between the bumper and hood gets bigger.

Sliding the bumper inwards creates a larger straight ahead gap.
