First pop the hood and remove the weather stripping near the front bumper cover. It's a long black rubber piece. Then I unscrew the torx screws (T25 and T30 I believe) pictured. The washers go between the body colored bumper cover and mounting point of the car.
You can see the silver washers under the grey bumper cover below. I used 5/16" washers to make it easy to line up the torx screw.
Ps - I'm replacing them with black oxide coated washers to prevent corrosion sooner or later.

How do the washers underneath help fitment adjustability? More washers the more it closes the gap when looking straight ahead?
Ive found that sliding the bumper more forward closes the straight ahead gap but too much and the gap between the bumper and hood gets bigger.
Sliding the bumper inwards creates a larger straight ahead gap.
