You can read codes, program vehicle, and retrofit functions with Dinan installed.
The "external code reader" you may be referring to is the Dinan programing computer.
The way the Dinantronics works is you install the complete harness and control module. Then the programing computer wirelessly programs the Dinan module with the performance software level that is chosen.
Nothing interferes with communication to the car.
I have programmed and installed many Dinantronic units with never an issue
