The cooler temps will lower IAT's so performance gains will always be there. The cooler the car, the better and longer it will be able to keep delivering the same power output.
Once IAT's get high then your power output will suffer and you'll get some heatsoak. That's why people run things such as FI Interchillers,custom ice tanks, placing ice bags on their intercooler, or E85+methanol. The methanol is there for extra cooling if combined with E85 but also acts as a safety net incase the ethanol content is poor.
