Not necessarily. With the E9x M3, you had:
US MDM<US ZCP MDM < Euro MDM (this one letting you play the most).
As for this rumor, if true, it's not that bad of a price if you are already considering an M-perf exhaust. Considering I don't care for the exhaust or the mentioned upgrades, I'd much rather put $4500 towards Individual paint myself.
