1.) Meters have to be certified and calibrated, like radar guns.
Just buying one and using to measure your exhaust is unreliable unless it's independently certified. Police know this as well as lawyers.
2.) Backround noise has to be determined independently to correctly determine the meter's reading. I've had OSHA stop jackhammer work on the highway shoulder for excess noise only to finally determine that the background noise of cars and trucks were the source of the high readings.
