Yes, BMW does have a testing facility in Oxnard. I am 99% sure I know exactly where its at. I've seen the current 7 series, 3 series and 5 series when they were testing them about 1, 1/2 years before I ever saw one of them on the road.
They get pretttttty irritated when they see someone chasing them trying to snap pictures/video of the car. Last time I chased one (B7 Alpina) about 2 1/2 years ago, he was weaving in and out of traffic like a mad man. It caught me completely off guard.
