Out of place plastic piece behind bumper

Hi all, I was hoping to get some help identifying this what I assume is out of place piece, as I don't think I've seen other cars have this and it doesn't seem to be secured down to anything. Only marking I can see on it is 'smp'

Would anyone have a clue if this belongs in the car and where it's supposed to go? Thanks for your help in advance!

Almost looks like parts 10 (support mount), and 11 (center support) in the diagram above.

I think I found it looks like #10 and 11 some kind of bumper support. Not sure why it popped out my guess is maybe when the previous owner swapped out the grills.

Yup, you two are correct. This is the upper bumper support that "lifts up" the bumper/prevents sag between the kidneys. It has an adjustable shelf to control the height and rests on a metal tab with rubber piece over it.
