just my opinion but I was looking for a license a few months back and i decided to buy license brand new. Doing this I can resell for a few hundred and recoup some of my cost. Buying second hand you are not able to resell so you're out the whole amount. Obviously you could be in a different situation than me but thought I would share. New licenses on here are very reasonable through the right source.

Lots of used licenses for sale in the Engine classifieds. It's all cloud based, so no need to purchase from a local buyer.

As for used versus new, I went used. You can pick up a used license up for around $300, which I believe is about half the cost of new.
I preferred to save the money up front rather than spend more upfront and recoup down the road, since I'm keeping the car (and likely the tune) long-term. Just providing another perspective.
